Strategic Plan: 2028-2033

Strategic Planning: Shaping Our Future Together.

Your Voice Matters!

The School District of River Falls is beginning the process of developing our next strategic plan (2028–2033), which will guide district priorities, decisions, and resources for the years ahead.

Community involvement is essential to this effort. A successful plan is shaped by the people who know, support, and care about our schools. We invite staff, families, students, and community members to share their perspectives throughout the process to help define our shared vision for our schools.

Strategic Planning Process

Strategic Plan 2028-33; Phase 1-3

Phase 1: Listen, Learn and Assess

October - December, 2026

Gather input and data to build a plan that truly reflects our community.

We want to hear from staff, families, students, and community members about our district's current strengths, challenges, and future needs. Through upcoming meetings and surveys, you can share your vision for our schools or apply to serve directly on the Strategic Planning Committee.

Ways to Participate

Join Superintendent Bell at the District Office for a free cup of coffee, a quick update on our upcoming strategic plan, and an opportunity to share your thoughts about the future of our schools.

All are welcome and no registration is required.

Time: 7 am

Dates: October 8 | November 11 | December 2

Survey dates: October 21 – November 9

Check your mailbox! Every household in the district will receive a survey invitation by mail containing a unique individual code.

You can participate in one of two ways:

Online: Scan the QR code on your letter and enter your individual code to complete the survey online.
By Mail: Complete the paper copy and mail it back using the pre-stamped return envelope provided.
Please note: A unique invitation code is required to access the survey online to ensure accurate, representative feedback.


The Strategic Planning Committee will bring together staff, families, and community members to help shape the district’s future direction. Participants will be selected with the goal of bringing together a variety of perspectives, experiences, and connections to our schools and community.

The committee will participate in two strategy sessions on Jan. 22–23 and Feb. 4. These sessions will be led by experienced facilitator Dr. Joe Schroeder, who will guide participants through the collaborative strategic planning process.

Phase 2: Strategy Development

January–March 2027

Develop strategic directions. 

The Strategic Planning Committee will use what we heard and learned to help shape the district’s future direction. Through two strategy sessions (Jan. 22–23 and Feb. 4), the committee will refine the district mission, vision, and commitments; conduct a SWOT analysis; and identify long-term strategic pillars, five-year objectives, key performance measures, and organizational health targets.

The School Board will remain engaged throughout this work, providing input and guidance as the strategic directions are developed. Input from other stakeholders will also help inform the work and shape the draft strategic directions that will provide a foundation for the final strategic plan.

Phase 3: Review & Final Approval

Spring/Summer 2027

Plan review and approval.

The 2028–2033 Strategic Plan will be developed based on the work of the Strategic Planning Committee and stakeholder input. The plan will be presented to the School Board for review in the spring of 2027.

The final plan will include:

  • Actions: Specific short- and long-term initiatives and action steps to move the plan forward.
  • Resources: Projected time, staffing, physical, and financial resources needed to support implementation.
  • Progress Measures: Benchmarks to monitor implementation, measure progress, and evaluate success.
